Harness Racing Advisory Council

The Harness Racing Advisory Council (HRAC) is a body established under section 44B of the Racing Act 1958, in accordance with the Racing Amendment Bill 2015.

The function of the HRAC is to advise the Harness Racing Victoria (HRV) Board on matters concerning harness racing and facilitate consultation between the Board and harness racing participants.

The council consists of two HRV Board members, one of whom is to be appointed Chair, five representatives nominated by its stakeholder groups, and three independent members, who are chosen by a HRV Board-appointed selection committee.

The following members were appointed for two years from January 1, 2025:

  • Anthony Butt (VTDA, alternate Steve Warren)
  • Anne Maree Conroy (VSTA, alternate Ian White)
  • Maurice Hanrahan (HBV, alternate John Coffey)
  • Paul Rowse (TCV, alternate Brett Shambrook)
  • Bill Anderson (independent)
  • Debbie Quinlan (independent)
  • David Scott (independent)
