On 26 November 2024, Harness Racing Victoria (HRV) Stewards laid 34 charges against licensed trainer Scott Garraway under the Australian Harness Racing Rules (AHRR). Of those 34 charges, 17 charges were laid under AHRR 196A(1)(ii) and 17 charges were laidunder AHRR 190(1).
AHRR 196A(1)(ii) provides:
A person shall not administer or cause to be administered to a horse any prohibited substance
(ii) which is detected in any sample taken from such horse prior to or following the running of any race.
AHRR 190(1) provides:
A horse shall be presented for a race free of prohibited substances.
Mr Garraway pleaded not guilty to the AHRR 196A(1)(ii) charges and pleaded guilty to the AHRR 190(1) charges.
The Victorian Racing Tribunal (VRT) heard the matter between 17 and 20 November 2025, with closing submissions subsequently filed by the parties.
On 30 April 2026, the VRT dismissed the 17 charges laid under AHRR 196A(1)(ii).

On 3 July 2026, the VRT handed down its penalty decision in relation to the 17 charges under AHRR 190(1).
The Tribunal imposed a total effective penalty on Mr Garraway of a $15,000 fine and a disqualification of three years, to commence immediately.
