Changes have been realised and more will be forthcoming to stimulate revenue, manage costs and preserve returns to participants, says Matt Isaacs.

Harness Racing Victoria's chief executive officer joined Ryan Phelan on TrotsVision as part of last night's Mildura Cups and lauded the host club and its contribution to the trots.

"Mildura runs the second most meetings out of any of our clubs other than Melbourne, so the heavy lifting that this club does, led by the president (Allan MacDonald) and his committee, is nothing short of outstanding," Isaacs said. "It's one of our better betting tracks, it's well known out of our state as well and it has a long heritage."

The Mildura born administrator said Harness Racing Victoria was on track to meet the savings announced mid last year, including "around $6 million (in savings) in the HRV organisation".

"We have other changes to make," he said. "Our priority will be to (find efficiencies in) HRV as an organisation, with how we set up and structure, and some changes to some services. We are working on that, with future announcements in the ... weeks to come."

He said the work off the track was focused on boosting revenue in a competitive market and protecting participants.

"We need to be able to stimulate and connect our product with punters, and when we race and where we race is a key part of that," he said. "Everything we are doing is obviously focused on preserving returns to participants."
