Harness Racing Victoria (HRV) advises the following conditions on transfer of standardbred racehorses during region-based racing.
- A horse can transfer from the region it was stabled in at the commencement of region-based racing (2 April 2020) so long as a new stable return is lodged immediately once the new trainer acquires the horse.
- Trainers will be free to nominate with immediate effect in new region.
- A horse can only transfer regions on one occasion unless permission is granted by HRV Management. For such permission to be granted exceptional circumstances must be demonstrated by connections and such request provided in writing. Should a secondary region transfer be granted HRV Management may impose further restrictions as they see fit.
- Horses from interstate are permitted to relocate to a trainer in Victoria should Government restrictions permit such movement between states or territories.
- Participants transporting horses must ensure best social distancing practice is being exercised through this process.
- Failure to comply with these requirements may result in a horse being deemed ineligible to race and/or connections be liable to penalty under Australian Harness Racing Rule 238.
